The lightning will stay on the blade for a while.

How to Obtain

Mountaintops of the Giants - Castle Sol. From the Castle Sol Main Gate site of grace, head left inside the castle. Find a ladder going up on the left side of the path. Climb up and follow the path from there. After passing a second ballista, hop over the eastern railing. The weapon is found guarded by a Warhawk.

Stormveil Castle - Killing Nepheli Loux when she's north-east the Liftside Chamber site of grace will give you two of the weapon.

Liurnia of the Lakes - Killing Nepheli Loux when she's east of the Village of the Albinaurics site of grace will give you two of the weapon.
